The game is delayed for the moment.Don`t know for sure when will be avaible on GOOGLE PLAY.
However, when it is released, it will be available for both Tegra and non-Tegra devices although it sounds like the list of devices is pretty specific. Marvel has been pretty on point with making sure to say 'select Android devices' in every post about the game.
